At the end of the bill (before the short title) insert the following:

           Sec. 4___. The Congress finds that the President has informed the Congress that an increase in emergency funds for the Federal Emergency Management Agency will be required for fiscal year 2002. Therefore, it is the sense of the Congress that the Administration should report in a timely manner its determinations of the specific funding levels required to meet the emergency needs of the Federal Emergency Management Agency.
