Prohibits the use of funds to erect gates or otherwise prevent the flow of traffic on HWY 70 through Mammoth Cave National Park.

Prohibits the use of funds to be used to impede the flow of traffic on HWY 70 without the expressed approval of the county and local communities impacted.

Prohibits the use of funds from being spent on the annual salary of the Superintendent of Mammoth Cave National Park.

Adds $586.6 million for conservation programs and offsets this cost with a 3.21% reduction in the tax breaks received by taxpayers more than one million dollars a year.
