Prohibits the use of funds to erect gates or otherwise prevent the flow of traffic on HWY 70 through Mammoth Cave National Park.

Prohibits the use of funds to be used to impede the flow of traffic on HWY 70 without the expressed approval of the county and local communities impacted.
