Amends the definition of ?Reclamation states? to include American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands, to ensure their consideration in the feasibility determination study for constructing rural water systems. (Late) WITHDRAWN

Manager's Amendment in the Nature of a Substitute. Modifies how ecosystem restoration plans are implemented. Requires more Congressional oversight of Calfed projects prior to federal expenditure. Makes several technical changes requested by the Administration. Addresses several concerns voiced by the Minority regarding the Environmental Water Account and Program Governance. (Late)

Authorizes $500,000 for the Secretary of Interior to complete the Salton Sea Study Program.

Provides that the Secretary of Interior, in consultation with the State of California and the Salton Sea Authority shall: complete all studies and reports required under the National Environmental Policy Act of 1969 and other laws with respect to the restoration of the Salton Sea, including all environmental impact statements and other reviews required by law; reduce and stabilize the overall salinity of the Salton Sea; stabilize the surface elevation of the Salton Sea; reclaim, in the long term, healthy fish and wildlife resources and their habitats of the Salton Sea; and enhance the potential for recreational uses and economic development of the Salton Sea.
