Requires the General Accounting Office to report monthly to Congress on the progress of the construction and operations of the Capitol Visitors Center, including updated estimates of cost to complete te project, progress on meeting scheduling milestones, and any new problems that have surfaced since the previous report. Requires the Chief Administration Officer to study and report to the Appropriations Committee the feasibility of expanding child care services provided to House employees, including the cost of hiring additional child care personnel and the expansion or relocation of the Child Care Center.

Provides that each amount appropriated or otherwise made available in the Act that is not required to be appropriated or otherwise made available by a provision of law is reduced by 1%.
