Requires a study on the manufacturing and professional workforce to assess various trends relating to outsourcing, foreign investment, federal contractors, and reemployment.

Fully funds the President's ?Jobs for the 21st Century Initiative? by increasing the authorization for the Department of Labor's community college based High Growth Job Training Initiative. (Authorizes $250 million for FY05, $275 million for FY06, $300 million for FY07, and $300 million for FY08).

Reduces the appropriation authorization levels for the Manufacturing Extension Partnership (MEP) program to $39,190,000 annually, the level requested by the administration for FY05.

Requires the Secretary of Commerce to develop a revitalization plan for the domestic electronic components sector and present this plan to Congress no later than 180 days after enactment of the bill. The plan should consider approaches including the establishment of new federal procurement rules. Specifically, it should evaluate the potential impact on domestic electronics component sector if all new weapons and security equipment purchased by the Department of Defense and Homeland Security must contain domestically- manufactured electronic components, such as computer chips.
