RULE TO PROVIDE FOR CONSIDERATION OF H.R. 444, AND AMENDMENTS MADE IN ORDER
Kildee #2 Amendment in the Nature of a Substitute. Provides for extended unemployment benefits. LATE
Porter #1 Clarifies that the Secretary shall submit recommendations as she considers appropriate as part of the evaluation of the Personal Reemployment Accounts.
Ryan (OH) #4 Amendment in the Nature of a Substitute. Requests an authorization of such sums as necessary for FY04-09 for ?on-the-job training opportunities? for medical and safety occupations such as firefighters, police, rescue, paramedic and other medical personnel. Provides for funds to be distributed as follows: 5% for administrative costs, 75% allocated to local areas on the basis of a county's population, and 20% be discretionary based on need. Strickland #3 Establishes Personal Education Continuation Accounts for those who will exhaust or have exhausted their unemployment benefits in 2004 and are currently taking advantage of Workforce Investment Act (WIA) retraining programs. The amount in the accounts, to be dispersed on a monthly basis, will equal the person's state unemployment monthly payment times the number of months they are in the retraining programs not to exceed two years.
