AMENDMENT PROCESS FOR H.R. 2586, THE NATIONAL DEFENSE AUTHORIZATION ACT FOR FISCAL YEAR 2002

The Committee on Rules is planning to meet early in the week of September 10th to grant a rule which may limit the amendment process on H.R. 2586, The National Defense Authorization Act for Fiscal Year 2002. The bill was ordered reported by the Committee on Armed Services on August 1st, and the committee report is expected to be filed today.

Any Member wishing to offer an amendment should submit 55 copies of the amendment and one copy of a very brief explanation of the amendment to the Rules Committee in room H-312 of the Capitol no later than 2:00 p.m. on Friday, September 7th. A copy of the form used to submit amendments to the Rules Committee is on the back of this letter and is also available on the Rules Committee web site. Amendments should be drafted to the text of H.R. 2586 as ordered reported by the Committee on Armed Services. The text will be available at the Armed Services Committee and on its web site on Wednesday, September 5th.

Members should use the Office of Legislative Counsel to ensure their amendments are properly drafted, and should check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
