The Committee on Rules is planning to meet next week to grant a rule providing for the consideration of H.R. 2646, the Farm Security Act of 2001, which may require that amendments be printed in the Congressional Record prior to consideration of the bill. The tentative schedule of the House indicates that the bill may be considered as early as Wednesday, October 3. To ensure the right to offer amendments, Members should submit them for pre-printing in the Congressional Record by the close of business on Tuesday, October 2.

The bill was reported by the Committee on Agriculture on August 2, and by the Committee on International Relations on September 10. Members should draft their amendments to an amendment in the nature of a substitute, which will be made available by Friday, September 28, at the Agriculture Committee or on their web site (agriculture.house.gov), as well as on the Rules Committee web site (www.house.gov/rules).

Members should use the Office of Legislative Counsel to ensure that their amendments are properly drafted, and should check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
